A note on the name: When we go past 21 named hurricanes in a season, we switch to the Greek alphabet. It is 21 because in the English alphabet name list we do not use Q, U, X, Y and Z. This has only happened once before, in 2005.   • General: A cooler. Fun/mental health stuff - books, games, etc. Cash. Weather radio and batteries. Flashlights > candles. Backup cell phone, laptop, or other batteries. Extra water. Hand sanitizer. Comfort items (a toddler's blankie, the puppy's favorite toy, your grandpa's watch you can't imagine losing).
  • Specialized: Transportation and assistive devices (think especially about children, pets, the elderly, people with disabilities).
  • Cars: Gas. Window breakeseatbelt cutter.

  • Check your smoke detector and carbon monoxide detector batteries!
  • Watch out for downed power lines. Never assume it is dead. Avoid it.
  • Assume floodwaters are deeper than they look. Turn around, don't drown.
  • Learn your flood and evacuation zones!
  • Food safety from the FDA and USDA.
  • If your home floods and you need to go up, head for the roof. Keep an ax in your attic to get out that way if you need it.
  • Be aware of potential 911 delays.
  • Evacuate! If you can, check on people you know to see if they need help evacuating if you can offer it or put them in touch with someone who can.

  • House deed/rental agreement/lease.

Absentee ballots are starting to go out, so here's what you need to know:

VOTER REGISTRATION

If you are not registered to vote, plan to register to vote today. NEW HAMPSHIRE HAS NO ONLINE VOTER REGISTRATION, so there are (3) main methods of voter registration:
(1) register in-person at your Town Clerk's office.
(2) call your town clerk and ask them to mail you one (IT IS, AT THIS POINT OF TIME, IT IS BEST TO REGISTER IN-PERSON)
(3) Register to vote at the polls on Election Day (**NEW HAMPSHIRE HAS SAME-DAY VOTER REGISTRATION)
NOTE: In-person registration prior to Election Day need to be done at a time before the Supervisor of the Checklist Meeting occurs in your city or town; this can be any time between 6-13 days before the election (between Wednesday, October 21 and Wednesday, October 28). The specific date for this meeting varies by city & town, so check with your local municipality to see when that meeting will take place.

2020.09.09 00:25 rayef3rw A Brief Look at How Covid-19 Impacts Current Annual Consecutive Game Streaks

I think the fact that this season will be a college football season like no other goes without saying. This year is a patchwork quilt of teams that are or aren't playing this fall (or something in-between), with many more games likely to be postponed or canceled due to ongoing Covid-19-related fallout.
Perhaps the only close comparison is the 1918 season, where the closing months of WWI sidelined many of the teams that had traditionally played college football, and the Spanish Flu sidelined the rest for varying periods of time.
Looking back through the history of college football, the World Wars (US involvement during 1917-1918 and 1941-1945) have been the two primary disruptors of the traditional yearly meetings between college football teams. I'll do a little more analysis later on in the post, but the vast majority of the existing consecutive game streaks in college football date to post-WWII, with only 27 currently-surviving consecutive match-ups dating to before 1941.
With that introduction, let's take a look at the longest-surviving uninterrupted match-ups in college football and which ones will be impacted this fall. As a quick aside, this of course all depends on how these records get counted going forward and whether a Spring 2020 season (if/when it happens) will be fully counted as the "2020" season, so I'll just add the caveat that these are uninterrupted fall meetings for now -- and assume that applies throughout.
Let me also preface this list by saying that while I tried to include all of the smaller FCS/DII conferences, I would be shocked if I didn't miss a few. If you notice any uninterrupted rivalry games missing from this list, please! -- let me know!

So, what does this all mean? I won't do a full re-hash of the chart, but I'll do some highlights and summaries of the important sections below.
As a side note, I kind of arbitrarily chose to end in 1972, but it has some justification that I'll get to later on. Really, though, it was mostly just because I felt like that was a decent stopping point.

Most Common Causes of Breaks Before Covid

So, what was the primary reason that most these consecutive game streaks last came to an end? And will it be beaten out by Covid, assuming Spring 2020 doesn't count/doesn't happen? I didn't do a fully exhaustive search (partly because some stuff was hard to find and partly because I got tired of looking, if we're being honest), but World War II ended the bulk of the streaks on this list, adding up to about 40 of the matches. The other factors aren't particularly close to matching that total, though World War I is probably the next closest, aside from generic scheduling conflicts/choosing not to schedule each other, with about 5 stoppages.

Discontinued Games

The teams and conferences that suffer the most from this are exactly who you'd expect it to be. The Ivy League, Big Ten, and Pac-12 are losing the most uninterrupted games, though the Patriot League, the SWAC, and the MAC are also losing some notable matches
By far the most notable game that will not be played this fall will be the LafayetteLafayette LehighLehigh match-up; it will be the first time in 123 years that the game won't be played in the fall. It was last forgone in 1896 due to a dispute over player eligibility; had it not been for that break in relations, The Rivalry would have dated back wholly uninterrupted to the two teams' first meeting in 1884, which would have been good for 136 consecutive years of playing.
The next oldest game not to be played this fall is the MinnesotaMinnesota WisconsinWisconsin game, followed by the ClemsonClemson South CarolinaSouth Carolina game, which has been played continuously since 1909, meaning the 2020 season will be the end of 3 of the longest-running continuous series in all of college football.
Finally, one game I hate to see go is the MorehouseMorehouse TuskegeeTuskegee match, which had previously been played continuously since 1936. I couldn't find a lot about the history of this series online very easily, but it's the longest-running HBCU match I could find. Several other historic HBCU rivalries ended temporarily fairly recently owing to the disbanding of Prairie View A&MPrairie View A&M for the 1990 football season.

Unfortunately, Covid is putting an end to a few series which have previously met every year without interruption. Those matches include:

Non-Conference Games That Were Maintained

You've got to give a lot of credit to any ADs who managed to keep non-conference rivalry games going through all this. The only consecutive non-conference rivalry games that will survive undamaged are those belonging to three major service academies. Unfortunately, the Merchant MarinesMerchant Marine and the Coast GuardCoast Guard were not so fortunate, and have canceled their fall season.
The ArmyArmy, NavyNavy, and Air ForceAir Force managed to keep afloat their rivalries which have been played continuously since 1971/72 for the Air Force and since 1930 for the Army and Navy. This was possible only by the work of the Air Force, who, as of right now, will be playing only Army and Navy this fall, though the Mountain West Conference did recently announce a revised schedule which allows for 2 non-conference games, so this could change. Both ArmyArmy and NavyNavy are currently playing full schedules.
This was really the main reason I stopped making my list in 1972. That, and it lets me talk about the Textile Bowl (NC State vs Clemson). I'll discuss that in the following section.

Games Unlikely to Be Rescheduled

Though most of these games are intra-conference games that can be rescheduled in the Spring fairly easily, there are a few notable games that will almost certainly not be. Many of these games include teams who will both be playing this season, but will be playing in different conferences or unable to meet for other reasons. These games include:

Non-Conference Games Which Can (Probably) Be Rescheduled

While Conference games are possible to be scheduled fairly easily, there are a few non-conference games which will probably be resumed this Spring.

To answer that question I posed earlier (will Covid potentially impact more currently-consecutive football meetings than World War II), the answer is yes. While this is a bit disingenuous to say, since many otherwise-consecutive rivalry games impacted by World War II have stopped playing since the war for other reasons (looking at you, 2010-14 Conference Realignment), Covid will impact 66 otherwise-uninterrupted matches, while 32 will continue on. Of those 66 canceled matches, though, only the 9 listed above (under the are Unlikely to Be Rescheduled section) are, in my view, highly unlikely to be revived in the Spring, while the rest can continue on in the Spring if scheduling and Corona allow.

2 - Several Minnesota-based athletic pages say that the cause was Teddy Roosevelt banning rivalry games in 1906; despite that, the only period explanation I've found for the break in the games was a June 1906 article about a ChicagoChicago MinnesotaMinnesota game scheduled for 1907, which said the 1906 match-up was prevented because "The big nine conference [Big 10 today], in forbidding games which established a western championship, did so on the ground that it brought about an unhealthy rivalry and stirred up improper spirit between the big educational institutions." Though the Big 9 could have chosen to do that because of threats by Roosevelt, the immediate cause was the conference's decision.
3 - Some sources disagree on this: At the time of their first athletic break, then-AD at BGSU said "Frankly, Toledo is too tough for us in football. We feel that we can no longer compete on even terms." However, there have also been references to players having "more trouble avoiding flying fists than avoiding blockers and tacklers" before the series was temporarily canceled as well. I shared this before, but I don't think anything will ever beat this purchase. `When I was about 10 years old my parents and I were in our backyard clearing out a ton of weeds that had gotten out of hand. I had trouble focusing because our next door neighbor had this really adorable puppy and all I wanted to do was play with him.` We found out that they were actually going to take him to an animal shelter because their son was not taking care of him like he promised. I decided to ask my parents if maybe we could get him instead. I was an only child and never really have anyone to play with unless a friend would come over and the thought of having a puppy to play with whenever I wanted to was great. `My parents agreed and our neighbors offered to sell him to us for $20, which is really cheap for a dog when you think about it, but a lot of money for a kid. I had that saved up and immediately agreed and promised I care for him and love him forever. So, he became my puppy and like a brother. After a few days of debating I named him Snoopy.` Snoopy became my closest friend. He made me laugh, played with me, and would just hang out and watch TV with me. He was always there for me, especially through some tough times in my life where I was extremely self-destructive. He saved me from myself. He was there at my side through tough breakups where all I ever wanted to do was lay in bed. He was an amazing friend. He was there to see me graduate 8th grade, high school, and college. I hoped he would be there on the day I got married and maybe be around for when I had kids, but unfortunately as much as we wish for things, sometimes they don't happen. ` This is the first picture of I have of us together and this is the last. He died 5 years ago after being by my side for almost 17 years. That little ball of fur in the first picture made such a huge impact on my life bringing me years of happiness, friendship, and love.`

I've wanted to do these at Indiana on the Bloomington campus as well for awhile and with everything going on lately, now seems like the perfect time to do it. Angela Marie Hammond was born in Kansas City, Missouri on February 9, 1971. She moved away when she was four years old and spent most of her life living in small-town Missouri.1 She is described as a popular, extroverted young woman, a “typical teenager” who liked to hang out with her friends and cruise around town in her 1987 red Mustang.
“Ang was the type of person who was very outgoing, fun-loving,” says her mother, Marsha Cook. “She was headstrong. She didn’t care what anybody thought. If she wanted to do something, she did it.”
In November 1990, Angela began dating Robert Shafer, an 18-year-old senior at Clinton High School. By January, she was pregnant with their child, and the couple quickly got engaged and began to prepare for the new baby. According to contemporary news reports, she was either taking classes at Central Missouri State University in nearby Warrensburg in April 1991, or had recently dropped out to work as a night processor at the Union State Bank in Clinton. The baby was due to be born on September 2, 1991.
On April 4, 1991, Rob, Angela, and her best friend, Kyla, spent the day with Marsha at a wiener roast in Montrose, about 20 miles southwest of Clinton. According to Marsha, the trio parted ways with her at around 9:00 PM to go “goofing around” in Clinton. Angela then dropped Rob off at the Shafer home around 10:00 PM to babysit his younger brother, planning to meet up with him again later in the evening after his mother returned home.
Kyla and Angela spent the next 75 minutes or so cruising around downtown Clinton, but, by the time Angela dropped her off at about 11:15PM, she felt too tired to hang out with Rob again as planned. Because she did not have a home phone, she stopped to use a payphone in the parking lot of the now-defunct Food Barn on East Jefferson Street, a short distance from Clinton’s historic town square.
Sometime between 11:15 and 11:30 PM2 — one article says she swiped her credit card at the phone booth at exactly 11:23 PM — Angela called Rob’s home to let him know she was done for the night and was going to return home and go to bed. During their conversation, she mentioned that a man was circling the parking lot in a green pickup truck. She did not seem concerned until he pulled into the lot next to her car and walked into the booth next to her, apparently to use the phone. She began to describe the truck and its driver: a beat-up, late-model green Ford driven by a dirty, scruffy-looking man with glasses and long hair. He left the booth without making a call and returned to his truck, pulled out a flashlight, and began rummaging for something inside the vehicle. Reasoning that the other phone might be broken, Rob told her to ask if he needed to make a call, to which the man replied that he would try back later.3
It was odd, but not particularly alarming, so Rob and Angela changed the subject. Minutes later, he heard a scream and the sound of the phone hitting the side of the phone booth.
“I didn’t need to use the phone anyway,” said the unknown man before the line went dead.
Rob rushed out of the house and began driving north towards the Food Barn. On the way there, a pickup truck zipped past him and he heard Angela’s voice cry out, “Robbie!”
In his panic, Rob slammed his own truck into reverse and spun around to follow the pickup — a snap decision that seriously damaged his transmission. He followed it south on 2nd Street and was making a right turn onto Calvird Drive when the engine began to die, eventually giving out a little over a mile into the chase. He watched helplessly as the truck sped away with Angela in tow. He flagged down a passing motorist and told her to follow the truck, but she refused, instead giving him a ride to the police station to report the abduction around midnight.
The Investigation
“We all had the same reaction,” said Angela’s father, Chris Hammond. “I mean, your transmission goes out?”
Detectives agreed, interrogating Rob multiple times over the next few days. On April 11, FBI agents grilled him for five hours and subjected him to both a polygraph and voice stress test (both of which he passed).
However, Rob was soon cleared after their investigation turned up three witnesses who were able to corroborate his story. The woman who brought him to the police station said she saw the green pickup parked next to Angela’s Mustang. Two other young women who lived in nearby Calhoun, Missouri reported seeing her at the phone booth, standing near what they described as a green 1969 Ford pickup truck with a mural of a water scene on the rear window. They saw the driver lean back into his seat and recognized it as the same truck they had seen two nights earlier, driving slowly down Highway 52 south of Windsor. Mistaking Angela for a friend, they entered the parking lot to say hello, but quickly drove away when they got a closer look and realized they did not know her.
Besides having witnesses to confirm the existence of the green truck, Rob would have had less than an hour to murder his fiancé, dispose of her body and any evidence of foul play, and stage her abduction. And, while it may sound “too Hollywood” for his car to stall mid-pursuit, suddenly throwing your car into reverse is a move that can very easily damage the transmission. Angela’s mother and younger brother, Loren, have always believed in his innocence and have publicly defended him from accusations.
“I think it was natural that people wondered, ‘Did the boyfriend do it?’” Marsha said. “But my feeling was: I’d known the kid all his life, and I never doubted for a minute that he had anything to do with it.”
Combining all the witness statements, investigators began searching for a two-toned late 60s or early 70s Ford pickup truck with a white roof and possible damage to the front left fender. The upper half of the truck was painted light green and the lower half dark green, with the colors separated by a chrome strip. One witness said the license plate number may have contained the letters “XY,” but it was covered in mud and rust, and she was unable to remember any other characters. A mural of a water scene — depicted on Unsolved Mysteries as a fish jumping out of a pond — was plastered on the rear window.
The driver was a young white male between the ages of 20 and 35 with glasses, a beard, a mustache, and dark, collar-length hair. He may have been wearing a dark-colored baseball cap and overalls.
Investigators spent months tracking down about 1,600 trucks that fit the description and were registered in Missouri, but came up empty-handed. They concede that the description of the vehicle may not be totally accurate; although it is most commonly described as a 1968 to 1970 Ford pickup, in 2009, Sgt. Paul Abbott said it could be older and might not even be a Ford at all. It is also never explicitly stated that the truck had Missouri plates.
With Rob ruled out, investigators began to focus on a different theory: That Angela was the victim of a serial killer targeting young women in west-central Missouri.
At about 10:00PM on January 19, 1991, 42-year-old Trudy Jean Darby was closing up the K&D County Corners convenience store in Camden County when she noticed a suspicious-looking man standing outside. Out of precaution, she called her adult son, Waylon, and asked him to come help her close the store for the night. When he arrived just minutes later, both his mother and the $220 she normally left in the till for the morning crew were missing. Two days later, her body was found submerged in the Little Niangua River in neighboring Hickory County; she was nude and had been shot twice in the back of the head with a .38 caliber weapon.
On February 27, 30-year-old Cheryl Ann Kenney disappeared after closing LJ’s Quality Convenience Store shortly after 10:15 PM in Nevada, Vernon County, Missouri. Her car was found abandoned outside the locked building the next morning. The janitor said there was an unknown male customer still inside the store with Kenney when he left right before closing, and two people in the area reported hearing a scream at about the time she would have exited the building, but it is unclear if either of this things are related to her case.
Then, on April 4, Angela became the third woman to be abducted in west-central Missouri in under three months. Investigators met on multiple occasions to share notes and compare the three cases, but, while most tended to believe they were connected, it was impossible to say so with certainty. They investigated multiple reports of attempted abductions around Missouri — including a March 1991 abduction and May 1991 attempted kidnapping in Christian County, which were believed to be related to one another due to the similar suspect descriptions — but were unable to uncover any evidence tying them to any of the three missing women.
In summer 1991, authorities received a promising tip about a man who had been arrested for allegedly assaulting a teenaged girl in Stone County, Missouri and owned a 1969 Ford pickup that had recently been repainted from green to white. However, they were forced to drop him as a suspect when he was able to prove he was in California in 1991 and had repainted the truck months before Angela’s disappearance.4
On February 5, 1992, Unsolved Mysteries aired a segment about Angela’s case called “Dial A for Abduction.”5 The episode generated over 600 tips, prompting the Missouri Rural Crime Squad (which had briefly assisted in the early investigation) to reconvene for five days to help local authorities run down all the new leads. Within days of the episode airing, two residents of Gilmer, Texas reported seeing the green truck in their town on different dates, which led authorities to briefly investigate the possibility that Angela’s case was linked to the January 1992 abduction of 17-year-old Kelly Dae Wilson. However, they were unable to establish a connection, and none of the tips generated by the show panned out.
In March 1992, in a crime oddly similar to the murder of Trudy Darby, serial killer Kenneth McDuff abducted 22-year-old Melissa Northrup and stole $250 from the convenience store where she worked just south of Waco, Texas. He would be arrested about two months later in Kansas City, Missouri, after a coworker recognized him from a segment of America’s Most Wanted. He is believed to have committed at least nine murders in Texas between 1966 and 1992, and possibly more in other states.
Due to the Missouri connection, authorities wanted to question him in the cases of Trudy Darby, Cheryl Kenney, and Angela Hammond, but he refused to cooperate. Sergeant John Perry of the Kansas City Police Department said he tended to believe McDuff was not in the state at the time Darby and Kenney went missing, mainly because he was actively attending a technical school in Waco as late as February 1992. However, he would have already been living in Kansas City — about 75 miles northwest of Clinton — when Angela was abducted. A search of his apartment failed to uncover any evidence in their cases, and it is unknown if he is still considered a serious suspect in Angela’s disappearance.
In April 1993, detectives used cadaver dogs to search a 60-acre farm in Lafayette County, Missouri in response to persistent rumors that a former renter had helped bury Angela’s body and the green truck on the property. They had already discounted the tip after learning the man did not own a green truck and had a solid alibi for the night of Angela’s disappearance, but decided to put it to rest after an informant came forward with the same story in March 1993, followed by a local newspaper running a story about a psychic who supposedly spoke to Angela’s spirit and sensed clues when she visited the property. Predictably, they found nothing.
In the summer of 1994, a Missouri State Trooper received a tip that a 20-year-old man named Jess Rush had confessed to participating in the murder of Trudy Darby when he was just 15 years old. He also implicated his half-brother, 34-year-old Marvin Chaney, as the man who had shot her in the head and dumped her in the river. The investigation turned up two more people who Jess had confessed to, which led to him and Chaney being charged with kidnapping and first-degree murder on May 1, 1995.
While awaiting trial, Rush began speaking to fellow inmate and “jailhouse lawyer” Edward Thomas in hopes that he could help him beat the charges. Over the course of multiple conversations and 13 handwritten letters, he described how he, Chaney, and at least one other man (who has never faced charges) abducted Darby from the K&D convenience store and brought her to a barn, where they repeatedly beat and raped her before Chaney shot her once in the back of the head. She was then placed in the trunk of their car and driven to a spot along the Little Niangua River. When they realized she was still alive, Chaney shot her again and threw her into the water.
In six of the letters, Rush made vague, crass references to “them other bitchs [sic],” other women that he and Chaney supposedly raped and murdered. In one letter, he expressed relief that they had burned down the barn after killing Darby, destroying evidence of their other crimes.
“I’m glad they don’t know every thing [sic] else we did or I’d be on death row,” he wrote.
Rush and Chaney have never been charged with other murders, although they would remain the prime suspects in Angela’s case for years. Detectives were especially interested in a report that one of the men used to own a green truck that was destroyed sometime after her disappearance, but, by 2009, they had been almost completely ruled out for reasons not made public. In posts made to the Sitcoms Online forum in 2009, Loren wrote that he was never totally convinced of their guilt, and said authorities were making a renewed effort to follow up on leads that had previously been set aside under the assumption that Rush and Chaney were the perpetrators.
One name that has more recently come up in Angela’s case is Larry Hall, a suspected serial killer who is serving a life sentence for the murder of 15-year-old Jessica Roach in 1993. Hall claims to have killed upwards of 35 women, five of them in Missouri. Christopher Martin, who authored a book about Hall in 2010, believes that he was responsible for Angela’s murder because of his resemblance to the composite sketch, skill in hiding his victims’ bodies, and his claim that he abducted two of his victims from small towns in Missouri (which would fit Angela’s description). However, there is no solid evidence to link Hall to her disappearance.
The most recent update came in 2009, when investigators revealed that they now had DNA after re-processing evidence in Angela’s case. There have been no significant developments in the years since.
There have been even fewer updates in Cheryl Kenney’s case. Her son has expressed frustration with the police investigation into her disappearance, and believes that someone closer to home was responsible for her presumed murder. Authorities now believe it is unlikely that her case is connected to Angela’s.
Angela’s disappearance has devastated her family. Rob, having lost both his fiancé and his unborn child, took the loss especially hard.
“Rob blamed himself for it because he always told her he’d be there to take care of her,” Marsha said in 1992. “And he tried. He did everything that could be done. Nobody blames him, but I think he thinks that people blame him.”
Two months after Angela disappeared, Rob joined the National Guard and began training in Fort Eustis, Virginia. He is now in his late 40s and has children of his own, and continues to stay in touch with Angela’s family, most of whom still live in the area and continue to hold out hope that she and her baby will be found. No one has ever been charged in her disappearance, and her case remains unsolved to this day.

LAFAYETTE — The coronavirus emergency changed Indiana's primary election by moving Election Day back by four weeks, shortening early voting and encouraging at-risk voters to apply for mail-in absentee ballots.
With barely a month to change gears from a May 5 election to a June 2 election, local and state officials have been busy salvaging what they can from the May date and planning for the new dates.
“There is in-person voting, and if you’re healthy, come to early voting," Tippecanoe County Clerk Julie Roush told the county's Board of Election during its meeting Thursday morning. "You may get sick. We don’t want people to wait until Election Day and the possibility of getting sick.”
Changes to in-person early voting
Instead of the opportunity to vote early at more than a dozen sites, the COVID-19 changes mean that early voting will be just 5½ days starting on May 26, the day after Memorial Day. And there are only nine early voting sites, which includes the County Building at the corner of Columbia and Third streets. In the most recent countywide election, in 2018, the county had 15 early voting sites during the four weeks before Election Day.
Pay Less Super Markets have been popular sites for early voting, but they will not be an option this year.
“We’ve talked to Pay Less, … they’re just not available this year," Tippecanoe County Election Board member Kent Moore said. "They need to limit the number of people to come in for commerce. There’s not room for us.”
Roush noted that the county needed enough space at voting sites to comply with Center for Disease Control and Prevention's social distancing guidelines.
For in-person early voting, registered voters may cast a ballot between noon and 7 p.m. between May 26 and May 29 at:

Mail-in ballots are popular for this election The state election division loosened the rules to apply for a mail-in ballot for this particular election.
"No one needs a reason to vote absentee for this election," Roush said. "So we are receiving many applications. If fact, (the state election division) just opened on Tuesday the ability to apply for a ballot online at indianavoters.com.”
Ken Jones of the Indiana League of Women Voters said there is a slight glitch on that site. When filling out the information to get an application, voters must use the precise name on their voter registration. Otherwise, it will ask voters to register, which has created administrative problems in the Board of Election office, Roush said.
Registered voters also may print out or download a copy of the application, then get it back to the county's election board office before 11:59 p.m. May 21, Roush said.
“They can either mail to us, drop off here; they can email to us those applications or they can go online,” Roush said of the options to get the application back to them.
People have responded.
In 2016, about 500 people voted by mail-in absentee. Roush expects between 7,500 and 10,000 mail-in ballots this election.
Mail-in ballots are time consuming to county, Roush said.
The signatures on the ballots have to be compared to the signatures on the applications. Then the ballots must be run through a scanner to record the votes, Roush said.
There are seven scanners that will process the anticipated 10,000 ballots, Roush said.
Traditional Election Day vote centers
For those who still want to vote in person on Election Day, they can do that, too.
The state changed the requirements for the number of vote centers per 7,000 registered voters.
Tippecanoe County, which normally is mandated to have at least 13 vote centers, may have as few as four vote centers, according to the new rules. Roush noted that even in a normal year, the county has more than the minimum required sites.
But the Tippecanoe County Board of Elections approved 14 vote center sites on Thursday. The vote centers will be open from 6 a.m. to 6 p.m. June 2.

Who's on the ballot
Voters will be required to ask for a Democratic or Republican ballot to vote in the June 2 primary. They will select candidates from one party. The winner of those races will be on the general election ballot in November.
In Tippecanoe County, races on the ballot include president of the United States, Indiana governor, U.S. House representatives, state representatives and state senator seats, several county races, including two county commissioners' seats, four judges' seats, county council members and coroner.

It feels like an eternity, but local bars and restaurants have been closed for exactly three weeks since Ohio Governor Mike DeWine first issued a statewide closure on Sunday, March 15. Many have shuttered completely, while some have continued to operate with takeout and delivery options, and thousands of employees have lost their jobs.
Ohioans will be sheltering in place until May 1 — and possibly longer if that date gets pushed back again — and the road to recovery for local dining and nightlife businesses is likely to take much longer than that.
“I think people who are expecting a quick recovery are being overly optimistic,” stated Bill LaFayette, Ph.D., Owner of Regionomics — a Columbus-based economic consulting firm. “After the crisis has passed and the economy improves, restaurants will return, but they are likely not to be the same restaurants or the same owners.”
According to the Ohio Restaurant Association (ORA), approximately 585,000 people were employed by restaurants in the state prior to the pandemic. ORA President & CEO John Barker said that some restaurants will not survive the shutdown.
“They won’t be able to sustain losses and federal support isn’t addressing the tremendous capital dollars required to reopen — for food, supplies, training and marketing,” he explained. “It’s heartbreaking for our restaurant owners and employees. These permanent job losses will have a major impact on the economic recovery.”
The Cheesecake Factory made the news two weeks ago when it announced that it would not be paying rent in April at any of it’s 200 plus locations across the U.S. — which include two Central Ohio restaurants at Polaris Fashion Place and Easton Town Center. The kind of leverage that comes with being a multi-billion dollar chain isn’t as easily accessible for smaller restaurants that likely aren’t able to strike deals with landlords or their many other types of ongoing business service expenses.
Big chains have much deeper pockets, but small businesses are more nimble and can be innovative,” said LaFayette. “Overall, the small businesses are almost certainly hurting much more.”
Many local businesses have made quick shifts to focus on takeout, with some bakeries selling off ingredients as groceries and some restaurants restructuring menus to cater to delivery-friendly foods. The success of those strategies has varied greatly.
“Some operators who were already strong with drive-through, carryout, delivery, and online ordering/pay are doing the best, although most of them are reporting lower sales,” said Barker. “Operators where most of their business was dine-in and full-service are closed or struggling with sales down 50 to 90%.”
Columbus Underground tallied up over 100 restaurants that opened in 2019 — a much higher list than in years past — which left some people questioning if our dining scene was hitting a point of over-saturation, particularly in neighborhoods like the Short North or at entertainment destinations like Easton Town Center.
LaFayette says that while he’s concerned about neighborhoods like the Short North where “the small, single establishments make these neighborhoods unique,” he is less concerned about saturation causing issues whenever restaurants are able to starting reopening.
“I gathered the number of restaurants and total employees for 20 counties about the same size as Franklin County — population 1.1 million to 1.6 million,” he explained. “Of those 20 counties, we rank sixth highest in the number of restaurant employees per 1,000 people, and only 18th highest in the number of restaurants per 10,000 people. To get a full picture of potential demand, you also have to look at discretionary income, demographics, and spending allocations, but this certainly suggests that our restaurant concentration is not outrageously high.”
Barker hopes that once the pandemic has passed, some sense of normalcy can resume — whether that’s in May or June or some later date.
“Once Ohio is reopened — we anticipate huge pent up demand,” said Barker. “People will want to get back out and use restaurants to celebrate, relax and see friends and family. We are all looking forward to those days.”
LaFayette is a bit less optimistic, noting that a $1,200 government stimulus check is not going to cover a lot of discretionary spending at restaurants after the more essential household bills — like rent and utilities — are paid.
“Obligations are being deferred, not forgiven, so debt is piling up for many households,” he added. “It will take a while for people to dig their way out of this hole, and during that time consumer expenditures will be restricted.”

The tl;dr

The mystery surrounding the murders of Libby German and Abby Williams remains unsolved.
On February 14, 2017, the bodies of Abigail "Abby" Williams and Liberty "Libby" German were discovered off a hiking trail in Delphi, Indiana. The young girls had disappeared from the same trail the previous day. Libby managed to record video of the suspect who's come to be known as Bridge Guy or BG for short.
Two years later, on April 22, 2019, Indiana State Police held a press conference in which they released new audio, a short video, as well as a new sketch of the suspect, made at the same time as the first sketch. (see below). This sketch is now considered the primary Person of Interest (POI) in this case. It's not currently known whether or not police possess DNA from the suspect or what was the cause of death.
Police insist the case is not a cold case. But three years later, no arrest has been made in the slayings —and police have remained mostly tight-lipped about the case.

Dear members of the Purdue community,
No objective surpasses in priority the health and safety of the campus community. As you all are aware, people and institutions around the world are working to address and respond to the evolving nature and implications of COVID-19, the disease caused by a coronavirus. In every way, we at Purdue are doing the same.
It is our hope that we are preparing for many eventualities that will never occur. But we are discussing, planning and taking all necessary actions to protect the safety of our faculty, staff, students and visitors against possible threats, likely or unlikely.
It is important to note that currently there are zero incidents of COVID-19 at Purdue or in Indiana. We know that may change at any time, and to that end, we will address this problem in layers, which we describe below.
First: Precaution. As we have previously communicated, Purdue has suspended university-sponsored travel to countries listed by the CDC with level 2 or level 3 travel advisories for coronavirus. This includes study abroad trips planned for spring and summer. Those countries currently are China, Iran, South Korea, Italy and Japan. Additional decisions will be made if and when levels change for these or other countries.
Effective immediately, we will not extend invitations to or host visitors from those countries at our Purdue West Lafayette, Purdue Northwest or Purdue Fort Wayne campuses or at our research parks. Faculty, staff or others who were expecting to host campus visitors from these countries may wish to check in with Michael Brzezinski, dean of international programs, at [email protected].
Second: Containment. Should this virus appear on campus or should there be a potential of the problem on or near campus, we have identified steps for assessment and containment, including identification of spaces for quarantine and best practices for attending to those who are in quarantine and those with whom they have interacted.
Third: Continuity. It is very unlikely that the problem will progress to the point of needing to impose ‘social distancing’ and pause face-to-face instruction as a result of a COVID-19 outbreak on campus. However, we are currently working with the Innovative Learning team (Purdue Online) on approaches that will allow us to continue to deliver courses. Faculty and staff should begin to consider how, through Purdue learning management systems or other means, they would deliver classes and continue communications with students to keep their educational programs on track.
In addition, all units on campus should consider their own continuity plans and remind the units and staff of emergency planning procedures that are already in place, including identification of essential personnel and essential operations. Spring 2020 Hearthstone Collegiate Championship - Open Division

We are excited to announce the Spring 2020 Hearthstone Collegiate Championship - Open Division! This tournament is free for all college students in the United States and Canada. Tell your friends and register quickly, because over $15,000 in prizing is up for grabs! Does your team have what it takes to win it all?  
The Hearthstone Collegiate Championship is a unique team experience. Seasoned competitors and new challengers will form three-player teams that compete as groups using any teammates’ Hearthstone account. Any number of teams may represent a school, but teammates must all attend the same college or university. Part time and full time students are eligible! Registration closes on Thursday, February 20 at 11:59 PM PST!  
Throughout the Regular Season, teams will play up to nine rounds of Swiss using the Conquest format. The top 32 teams in each regional division will advance to double elimination regional playoffs.Teams will bring four different classes to play a best-of-5 match. Each team will ban one of their opponents’ classes before starting play.

2020.02.15 23:09 BubbaJoeJones Three years ago, Abigail Williams, 13, and her best friend Liberty German, 14, decided to spend a warm, day off from school at the local hiking trails in Delphi, Indiana. While at the trails, the pair was murdered by an unidentified individual sometime during the afternoon. He has yet to be caught.

Abigail Williams (right), 13, and Liberty German (left), 14, were best friends from the small town of Delphi, Indiana. Abigail and Liberty, affectionately called Abby and Libby by their friends and families, met when they were in the sixth grade. As both girls shared common hobbies and interests, they found that they were in most of the same after school clubs and sports teams together. Naturally, the girls quickly became friends. Abby and Libby both enjoyed the outdoors and often spent their time outside. They enjoyed outdoor activities, often going fishing, hiking, and biking. They also enjoyed the arts, both sharing a passion for photography. Whenever they were together, you can often find them outside, either playing sports or taking photos of eye-catching natural scenery. Impressively, both girls, at the young ages of 13 and 14, were ambitious, driven, and academically advanced. Both girls were interested in true crime and expressed in an interest in criminology, forensic science, and law enforcement. Abby was an aspiring police officer, and Libby was an aspiring science teacher. Libby was currently enrolled in science courses at Purdue University in West Lafayette.
In their case, the expression “opposites attract” rang true. Although the girls shared various similar interests, personality-wise, they were very different. Abby was known to be shy and quiet, whereas Libby was known to be more outgoing and forward. Libby was said to be the first to stand up for someone if they were being bullied or treated unfairly. Libby was also “the therapist” among her friend group, as she was the one her friends would turn to in times of need.
February 13, 2017,
Libby, and her older sister, then 16-year-old Kelsi, were in the primary care of their grandparents, Becky and Mike Patty. Abby, an only child, resided with her mother and beloved cat, Bongo. Abby often spent time at Libby’s residence, and on the night of February 12, Abby had spent the night at Libby’s. The girls spent their day practicing softball in the yard, watching a movie, and creating a watercolor painting. Although the following morning was a Monday, the girls had a day off from school that day. It was one of two unused snow days that the school district, the Delphi Community School Corporation, was required to observe. The girls began their day by eating a special breakfast that Mike had prepared for them. Sometime during noon, Abby and Libby asked Kelsi if she could drop them off at the Mary Gerard Nature Preserve, the local hiking trail. According to Kelsi, the girls had asked her more than once if she would be able to drop them off at the trail about a week prior. Kelsi was either unwilling or unable to take them previously, but as she was going to pass the bridge that day while on her way to her boyfriend’s house, she had agreed to drop them off. When Libby had asked Becky for permission to go, Becky compromised that they could go as long as they were able to secure a ride back. Libby had secured a ride back with her father, Derrick German. As he was running errands for Becky that day, he told Libby that he would pick them up when he was done. Derrick estimated that that would be sometime about 3:00 PM.
Kelsi dropped off Abby and Libby at 1:45 PM at the entrance of the Mary Gerard Nature Preserve. Kelsi stayed in her car and watched the girls proceed inside the trailhead until she couldn’t see them anymore. According to Kelsi, she didn’t see anyone or anything suspicious. According to the “Scene of the Crime: Delphi” podcast, the trails, which are typically well-populated, are as wide and as flat as a small road. The trailhead connects several small parks with numerous access points, information stations, historic memorials, bike rental outlets, and parking spaces. The longest trail, the 1.5 mile Monon High Bridge trail, is one of the more secluded trails in the trail system. Mostly familiar to locals, you can find hikers, bikers, joggers, and photographers traversing this trail. The trail runs between City Park at its western end and the Monon High Bridge on its eastern end. The Monon High Bridge is an old, out of use, railroad bridge that was built in 1881. The bridge, at 64 feet, is the second-highest bridge in Indiana, as well as the second-longest at 845 feet. However, the bridge is not technically part of the trail, and visitors are not intended to cross. Due to its deteriorated conditions, the bridge is closed off with a metal red barrier to prevent people from crossing the bridge. The bridge, which has no safety barriers, is in a notable state of disrepair. One would have to tread very carefully and watch their footing to cross the bridge safely. Despite the fact that the bridge is closed off to visitors, local teenagers up to a dare or challenge often crossed the bridge.
At 3:11 PM, Derrick sent a text to Libby that read he was on his way and would be there shortly. When Derrick arrived at the Mary Gerard entrance at 3:13, Abby and Libby weren’t at their arranged meeting point. After waiting two minutes with still no sign of the girls, Derrick called Libby’s phone. When she did not answer, Derrick proceeded to the trails to search for the girls. Derrick knew that the lack of response from Libby was unusual, as she knew to answer her phone when her family called her. At about 3:20, Derrick encountered Dan McCain, an older man who was enjoying a day out on the trails, and asked him if he had seen Abby or Libby. Dan had not seen either Abby or Libby but told him he had seen a couple under the bridge. While still searching, at 3:30, Derrick called Becky and had wondered if there had been some miscommunication and Abby and Libby were already home. Becky had told him no, and Derrick expressed his concern for the girls as Libby was not answering her phone. Shortly after the phone call between Derrick and Becky ended, Becky contacted Abby and Libby’s friends and asked if any of them had seen or heard from the girls. None of them had. Becky then called Kelsi, who was at her boyfriend’s house, and asked if Libby had contacted her. Kelsi told Becky that she had not seen or heard from Libby since she had dropped her off. When Kelsi had heard that the girls were missing, she left her boyfriend’s house to meet her family at the trail. At 4:20, Becky called Mike at work. When he was told that Libby wasn’t answering their phone and they were going to meet at the trails to search for the girls, Mike promptly left work to assist. Just before Becky left the house, her son and Libby's uncle, Cody, had come in from work. Becky explained to him what was happening, and Cody decided to accompany her to the trails.
Around 5 PM, Derrick, Becky, Kelsi, Mike, and Cody were all at the trail searching for Abby and Libby. The family went their separate ways calling out for Abby and Libby. Kelsi and Cody traversed the Monon High Bridge trail and crossed the bridge together. Kelsi had experience with crossing the bridge with Libby previously, though she was terrified. The first time Kelsi crossed the bridge, she actually had to crawl over to the other side because she felt too uneasy to cross by foot. When Kelsi and Cody reached the end of the bridge, rather than turning back, they proceeded down the hill at the end of the bridge. When describing this point in the search, Kelsi said, “Me and my uncle crossed the bridge and we were yelling down there. And I remember getting to the end of the bridge and looking to the left and seeing [a disturbance in the ground] like somebody had fallen down the hill over there. I didn’t think anything of it - everybody goes down the hill. After taking my forensics classes, I should’ve taken a picture of it. There could have been like a footprint of something.” At the bottom of the hill located at the eastern end of the bridge, there is a long driveway connecting several residences. Kelsi and Cody went as far as knocking on the doors of these residences with the intention of asking the property owners if they had seen Abby and Libby. However, only one person would answer, and as expected, they did not see Abby and Libby. Derrick continued to call Libby’s phone throughout the duration of the search. Several phone calls later, Libby’s phone eventually stopped ringing and would take Derrick straight to voicemail. Becky attempted to track Libby’s phone through a “Find My Phone” app, but was unsuccessful, as Libby had reset her device about a week prior due to a glitch. Becky then called their service provider, AT&T, and asked if they would be able to track Libby’s device – however, this request would prove fruitless, as they were unable to assist.
After an hour of searching to no avail, at approximately 5:20 PM, Mike contacted the police and reported Abby and Libby as missing. Realizing that Anna Williams, Abby’s mother, had not yet been notified of her daughter’s absence, Becky contacted her. When Anna failed to answer, Becky arrived at Anna’s workplace, a restaurant, and explained the details of the girls’ lack of response in person. Frustrated with her daughter’s presumed irresponsibility, Anna had yet to expect the worst. Anna, like Becky, believed that they simply have lost track of time, or wandered too far off and had gotten lost as a result. All Anna had in mind during this time was the stern talking-to she was going have to deliver to Abby when they were finally found.
Authorities arrived on scene within a half-hour after they were notified of the pair’s absence. In the beginning, nobody had suspected that the girls met with foul play. The family was questioned at the sheriff’s office. Kelsi was questioned more extensively as she was the last person to see the girls. When asked if Libby had posted on any social media platforms, Kelsi opened Snapchat, the app that she knew Libby used most frequently. On Snapchat were two crucial images that were uploaded to Libby’s Snapchat story. The first photo was an artistic, black and white image of the bridge. The second photo captured Abby crossing the bridge toward Libby. The photos were estimated to have been uploaded around 2:07 PM. Law enforcement attempted to ping Libby’s cellphone far into the evening, but with no success. It was believed that Libby’s phone lost battery life, or had been deliberately turned off. Law enforcement continued to question the family about the girls’ Internet usage and social media presence but turned up short on leads. Abby did not own a cellphone and would not be permitted to own one until the end of the school year. Abby’s only electronic device was her Amazon Kindle tablet, which she had received for Christmas. However, it was discovered that Abby had a Facebook profile that her mother was unaware of. Anna had told Abby that she wasn’t allowed to be on Facebook as she was 13, one year under 14 – Facebook’s minimum age requirement to open an account. It was discovered on this Facebook profile that Abby had a male friend on this account that Anna did not know about. However, this lead was quickly exhausted. Anna said that investigators told her “almost immediately” that they were “fairly certain” that the girls had not arranged a meeting with someone they met online.
Around 6:00 PM, as many as 100 local volunteers, as well as the Delphi Fire Department and the Department of Natural Resources assisted law enforcement in the search effort. Nearing midnight, the search was officially called off. It wasn’t an individual decision. Rather, there was a meeting amongst several emergency responders. The consensus was that it was too dark to safely traverse the terrain in such conditions, and the search would officially resume the following morning. Moreover, Sheriff Tobe Leazenby noted that they [law enforcement] had no reason to believe the girls were imminent danger. During in an interview where Leazenby was questioned about why the search was called off, he answered, “We had learned as far as their history whether they went to each other’s homes and did not communicate that to other family members... that had happened in the past... there had been times where the girls had been elsewhere and had not told whether it be their parents or grandparents where exactly they were.”
February 14
Although the search was officially called off, local volunteers continued to search until the morning. The search officially resumed shortly after sunrise at 8:15 AM. About 100 searchers were distributed maps and divided into groups of 10-20 people. After searching until noon, the girls’ bodies were finally discovered. A few minutes prior to discovering the bodies, a volunteer had asked Kelsi what shoes the girls were wearing. Kelsi replied that Libby was wearing black Nike sneakers. The shoe the volunteer found belonged to Libby. When it was announced that they found Libby’s sneaker, a deep sense of dread set in – Kelsi was coming to accept that the outcome wasn’t going to be good. Just moments later, the same volunteer perceived a sudden movement near the trees out of the corner of his eye. With his cellphone, the volunteer used his camera to zoom in on the area where he had sensed the movement. On his screen were two curious deer, examining the ground floor. As the volunteer approached the deer, there he found the lifeless bodies of Abby and Libby on the north side of Deer Creek on private property less than a mile away from the south end of the bridge. By 1:00 PM, authorities secured the crime scene. The FBI became involved immediately. The FBI and Indiana State Police worked 24 hours a day over the course of the following several days to collect crime scene evidence. Though this information was never publicly released by investigators, the police transcripts state that girls' undergarments were located in the creek beneath the bridge. A relatively fresh cigarette butt was also found in the vicinity of the creek, though it is unclear whether the cigarette was found in the water, or by the edge of the creek. Carol County prosecutor, Robert Ives, examined the crime scene in anticipation for a future trial. Robert Ives said that there is “a lot” of evidence and described the crime scene as “odd” as well as “physically strange,” and was shocked to find that the case wasn’t solved within a matter of days.
Investigation
The following day, the identities of the bodies were officially confirmed to be those of Abby and Libby. At 7:00 PM, during a press conference, Indiana State Police released this still image of a man who was reportedly seen on the trail around the time the girls disappeared. The photo captures a Caucasian male walking on the Monon High Bridge wearing a blue jacket, denim jeans, with both his hands in his jacket pockets. Since the man is looking down, his facial features are not discernible. It is not clear whether he is wearing a hat, a hood, or no headwear at all. At the time the photo was publicly released, police clarified that they did not consider him a suspect, but that they would like to speak to him. It wasn’t until the following Sunday that Indiana State Police officially announced that the man in the photo is now considered a suspect in the investigation.
After the announcement, Indiana State Police held a press conference the following Wednesday on February 22. Indiana State Police revealed that Libby captured audio of the suspect on her cellphone. On the audio clip, the suspect can be heard saying, “Down the hill.” Indiana State Police Sgt. Tony Slocum said, “This young lady [Libby] is a hero, there’s no doubt. To have enough presence of mind to activate that video system on her cellphone, to record what we believe is criminal behavior that is about to occur.” Authorities confirm that there is more audio, but that it will not be released as the investigation is ongoing. After the press conference, there was some discussion amongst locals and amateur sleuths about whether or not the phone was recovered at the scene, or if the suspect had taken it. Investigators have clarified that the device was retrieved in the “general area” where the bodies were found.
As investigators remain tight-lipped, little details are known about the current investigation. For instance, authorities refused to reveal the cause of death or comment on the existence of the murder weapon. However, it is known that in the days after the murders were committed, investigators conducted several door-to-door interrogations and thoroughly investigated the 12 sex offenders in Delphi, as well as the hundreds of sex offenders in the surrounding cities. Investigators exhausted their immediate resources by researching double murders across the country, sharing notes with other law enforcement agencies, and clearing all friends, relatives, acquaintances, and extended family members of Abby and Libby. Abby and Libby’s social media accounts were accessed and analyzed, and all online contacts were located and interviewed. Over 1,000 persons were interviewed in connection with the investigation. Of those interviewees, most have given voluntary DNA samples. Early in the investigation, police executed 70 subpoenas and 12 search warrants. However, no leads, if any have surfaced, were ever publicized.
The investigation remained silent until July 17, months after the murder was committed. Indiana State Police released a composite sketch of the suspect. The composite was composed by a witness, or witnesses, account(s). Sgt. Kim Riley elaborated, “This is information we received from persons who were in the area around the time the girls went missing. Either we did not make contact earlier, or they were afraid to come forward.” While one witness could not definitively determine what color this man’s eyes were, she had come close enough to the man that she was confident that his eyes were not blue. The composite sketch depicted a heavy-set, older man wearing a newsboy cap and a hoodie. The man's facial features depicted eyes with a notable epicanthic fold, a bulbous nose, and thin, downturned lips. However, investigators plead the public to not focus on the hat. The suspect was described as a Caucasian male between 5-foot-6 and 5-foot-10, weighing between 180-220 pounds, with reddish-brown hair.

When this sketch was released, authorities found that people, particularly Internet sleuths, were posting side-by-side images of people they believed to be suspect and the sketch. While authorities believe that these people generally have good intentions, they have said it's not only damaging to the investigation, but also puts the person pictured, as well as their livelihoods, children, and families, at risk. Nonetheless, the side-by-side images spread across the Internet. There have been very few known suspects or persons of interest since the day of the murders. The first big, publicized break that would bring the case back to surface was the arrest of Daniel Nations, who was apprehended at a traffic stop in Colorado for wielding a hatchet and threatening people on a trail. Nations would later be suspected of the murder of Tim Watkins, an unsolved murder that had occurred on the same trail only two weeks prior. In Nations’ car, a red Chevy Prism was a hatchet and a .22 caliber rifle. Nations had an extensive criminal record including petty offenses, domestic violence, and is also a registered sex offender who was charged with indecent exposure after having masturbated in front of a young woman in South Carolina. Nations had connections to Indiana and had claimed to be homeless and living underneath an Indiana 67 bridge in Morgan County since January 31, 2017. Indiana State Police had questioned Nations in October where they had also obtained his DNA for further processing. In December, Indiana State Police stated that Nations was still being looked at, but he was not currently their top priority. On February 14, the day after the murders were committed, Nations was present for his weekly checkup with authorities and had been consistently attending in the time prior. As of January 5, 2018, Nations pleaded guilty to menacing and was sentenced to three years on supervised probation. Nations has not been legally accused of being involved in Watkins’ murder.
Another person of interest, then 53-year-old Thomas Bruce, surfaced in November of 2018. On November 19, Bruce entered a religious supply store in St. Louis, Missouri, where he forced three women, 53-year-old customer Jamie Schmidt, and two employees, into a back room. Bruce ordered the three women to disrobe and perform sexual acts. However, Schmidt refused to comply with Bruce’s demands and was had fatally shot in the head. Indiana State Police contacted St. Louis police after noting physical similarities between Bruce and the composite sketch. When asked if Bruce had any connection to the Delphi murders, Indiana State Police answered that it was too premature to say. Indiana State Police has not commented on Bruce since.
By 2019, another person of interest came to light. In January of 2019, then 46-year-old Charles Eldridge was apprehended during an undercover sting operation in Union City, Indiana after he arranged to have sexual intercourse with a Randolph County police officer that was posing as a 13-year-old girl. Eldridge was charged worth two counts of child molestation. When this news circulated, Indiana residents began flooding the Delphi tipline by bringing Indiana States Police’s attention to the recent charges. Many callers noted the physical resemblance between Eldridge and the composite sketch. Furthermore, it had been revealed that Eldridge was familiar with the Delphi murders, and previously posted about Abby and Libby on his social media accounts, uploaded photos that he took on nature trails, and appeared to have owned several guns. Inundated by calls, Indiana State Police was forced to release a statement regarding Eldridge’s arrest. Indiana State Police stated, “The Delphi multi-agency investigative team and participating agencies continue to receive media and public inquiries asking about the person arrested January 8, 2019, in Union City, Randolph County Indiana for allegations of sexually related crimes against children and if he is connected to the Delphi investigation. The team is aware of this arrest and will investigate to see if there could be any connection to the murders that occurred in Delphi, Indiana on February 14th of 2017. The victims were 14-year-old Liberty German and 13-year-old Abigail Williams. Delphi is located about 20 miles northeast of Lafayette. It is important for the public and media to know that many similar tips and arrests of other persons alleged to be connected to the Delphi murders occur with some frequency in and outside of Indiana. Each tip—whether it receives media attention or not—is investigated for any connection to the Delphi case. That said, members of the Delphi multi-agency investigative team do not speak to specific actions or steps of the ongoing investigation.”
In the end, none of these persons of interest led to an arrest, and as of now, investigators are still searching for the suspect. FBI agent Greg Masa presented a behavioral profile of the suspect. Masa asked the public to think of an individual in their lives who has, for instance, "Inexplicably canceled an appointment you had had together, an individual who called into work sick and canceled an important appointment or engagement, and at the time what would have been a plausible explanation 'my cellphone broke or I had a flat tire...' but in retrospect that excuse no longer holds water. That may be important. Behavioral indicators this individual may have exhibited since the 13th... did this individual travel unexpectedly, did they change their appearance, did they shave their beard, cut their hair, change the color of their hair. The superintendent mentioned that the clothes this individual was wearing in the photo... did they change the way they dress..." Masa also asked people to pay attention to behaviors that are being exhibited more suddenly, such as a sudden change of sleep pattern, sudden abuse of substances, as well as sudden anxiousness or irritability.
Delphi Homicide Moves in New Direction
After months of no news, on April 19, 2019, Indiana State Police released a statement titled, “Delphi Homicide Investigation Moves in New Direction.” The direction noted that the public was welcome to attend a media briefing on the following Monday at the Canal Center in Delphi. Superintendent Doug Carter would make the announcement on behalf of the multi-agency task force. The public grew curious and began to speculate that an arrest was made, new information was going to be released, or that a new agency would be responsible for the investigation. Come Monday, a room packed with attendees, including the families of Abby and Libby, sat in front of a red drape. When the press conference commenced, all eyes and ears were focused on Carter. Within minutes, Carter stated, "We’re seeking the public’s help to identify the driver of a vehicle that was parked at the old CPS/DCS welfare building in the city of Delphi that was abandoned on the east side of County Road 300 North next to the Hoosier Heartland Highway between the hours of noon to five on February 14, 2017 (note: Carter misspoke, and the date was later corrected to February 13). If you were parked there or know who was parked there, please contact the officers at the command post at The Delphi City Building.” In addition, Carter stated that they were releasing additional portions of the audio and asked the public to be aware that the individual speaking was the same individual who had said, “Down the hill.” The additional portion of the audio included a singular word – “Guys.” The sentence, “Guys… Down the hill” was played on repeat for the audience. Furthermore, Carter also released the first footage in the investigation. While only the stills of the suspect on the bridge were available previously, people could now see the suspect in action, crossing the bridge with his head down, and his hands in his pockets. Though the footage lasts all but 2 two seconds, Carter asked that the public be aware, “He [the suspect] is walking on the former railroad bridge. Because of the deteriorated condition of the bridge, the suspect is not walking naturally due to the spacing between the ties.”
Carter added, “During the course of this investigation we have concluded the first sketch released will become secondary, as of today. The result of the new information and intelligence over time leads us to believe the sketch IS the person responsible for the murders of these two little girls. We also believe this person is from Delphi- currently, or has previously lived here, visits Delphi on a regular basis, or works here, We believe this person is currently between the age range of 18 and 40 but might appear younger than his true age.” Carter, who at this time addressed the suspect directly, said; “Directly to the killer, who may be in this room: We believe you are hiding in plain sight. For more than two years, you never thought we would shift gears to a different investigative strategy, but we have. We have likely interviewed you or someone close to you. We know this is about power to you, and you want to know what we know. And one day, you will. A question to you: What will those closest to you think of you when they find out that you brutally murdered two little girls? Two children! Only a coward would do such a thing. We are confident that you have told someone what you have done, or at the very least they know because of how different you are since the murders.”
It was after Carter concluded his message that the attendees' curiosity would be satisfied. The red drape was finally lifted, revealing yet another composite sketch, one that bore no resemblance to the previous sketch.
As expected, the public had many questions. As Carter explained he and the investigative team would not be taking questions for two weeks, it wasn’t until Carter sat for an interview with Scott Sander, a reporter from News 8, a local news station, that the public would get their answers. Sander, like many people, was interested in learning whether or not Carter actually believed the suspect was in the room or was speaking figuratively. Carter answered, “I think if he wasn’t in the room he was close by, but I’m 100% convinced he was watching. Why? Because of all that has happened over the past 30 months, the information we have received, the information we knew… I hope to one day be able to tell that story. Sander also asked why the footage wasn’t released sooner. Carter answered, “We’ll one day be able to tell you what we know and why we didn’t release it. We don’t want to show our full hand. We don’t want to show the complete picture of what we now versus what we think. We have to be very careful there. Remember, it’s easy to give an opinion if you don’t understand the factual basis of what we’ve done and why. I don’t mean that in a critical sense, but we have to protect the integrity of what we know. Sander then clarified whether or not it's correct that Indiana State Police doesn’t want the public to look at both sketches, but only the newly released sketch. Carter answered, “That’s correct. But remember, a sketch is not a photograph. It’s something similar to a resemblance. The likelihood of this being something between the two [sketches] is likely very strong. But again, that’s a subjective opinion based on what I believe.”
People have criticized Carter and the investigative team for being tight-lipped throughout the course of the investigation. Opinions are strong, and some believe that the investigation was botched. To many, it’s unfathomable why Indiana State Police won’t release details such as the girls’ cause of death. However, Carter, who had addressed the criticism, explains, “Only the killer knows that [cause of death]. And so do we. We can’t show our full had. We just can’t.”
Three Years Later
Since February 13 of this week, it has officially been three years since Abby and Libby were brutally murdered. The case remains unsolved, but authorities remain confident that the case will soon be solved. Indiana State Police did not hold a press conference for the third anniversary, unlike the past two years, where authorities gathered to provide the public an update. As a result, News 18, a local news station, sat for an interview with Carter. Carter said, “We are still as energized now as we were the day after. It’s easy to throw out the cold case idea, Nah, we’re not even close to that.” When asked how close they were to solving the case, Carter answered, “One piece away, one piece away. Eventually, somebody will do the right thing. It might be the killer himself; might be a person who knows who he is.”
The families of Abby and Libby hold out hope that this case will be solved. Every morning, they repeat their mantra, "Today is the day.” Mike said, “I can't give up hope. What else is there? And the fact that I believe in our justice system, I believe in our law enforcement, I believe in our society, because if we give up and just let people get away with things like this, then what does our society become?” Mike later added, "Someday I'll meet her again, you know, when the good Lord lets me through the gates, and I hope she's able to say, 'Thanks, grandpa, you did a good job.’”
As the investigation goes on, Indiana State Police is currently processing over thousands of tips, waiting for the one tip that they believe is capable of breaking the case.

First of all, the year is only a little over a month old, and there are already 8 post here promoting nuclear energy. It is clearly NOT unpopular. `While you have created an extensive post, it has quite a few omissions. Basically the same omissions you always find in topics promoting nuclear. Modern solar panels hardly use rare materials, and in the near future will use non. Nuclear uses a whole lot more of these materials. They can be recycled fairly easily for over 99,9%, while decommissioning and recycling nuclear plants is enormously expensive and often not completed for that reason. Opposite to your view, in most places in the world, it is very predictable. ` \- Wind does not have a short life. I have a 25 year old windmill nearby that works like a charm. Offshore wind farms all constructed for a 30 year life. Wind does not destroy landscapes, it can be build at sea where winds are also reliable and predictable. `\- Geothermal has endless possibilities, why on earth would you say it is not viable for large scale?` \- There are lots of other alternatives you don’t mention. `The ‘fact’ that nuclear is 2-3 times cleaner is ridiculous. First, what do you mean by clean? If it is CO2 you are talking about, this is simply not true if you look at the whole life cycle. Also, keep in mind it easily takes 15 years to build a nuclear plant, while a solar or wind farm of similar size takes about a year or 2. That means if you invest in energy production to replace fossils like coal, you have to keep the coal plant open for an additional 13 years.` Nuclear is also not cheaper. Simply comparing prices and subsidies for current nuclear plants and comparing them for example to offshore wind means nuclear is lots more expensive. For example, consider that Hickly Point C in the UK requires 50 billion pounds in subsidies, while wind farms require none. And that is excluding the cost for waste management and storage, accidents, etc. `Renewables are easily scalable, they are ridiculously cheap. Energy storage is an issue, but not on the scale as you describe. It can be fixed with current technology and still be much cheaper and earlier available then nuclear.` Fusion is also a great talking point, but just like 60 years ago it is still at least 30 years away. We simply cant wait on fusion. It is still very uncertain if and when it will be viable, there is absolutely no guarantee it ever will, let alone be in time to impact climate change. ITER is still a far way from being completed and like always promises related to scifi nuclear technology are way to optimistic. Even if it is a huge success, it is still only a first step, nowhere near ready for mass and commercial exploitation. `Stop dreaming about fusion and support the tools that we have right here, right now. If fusion happens than that is great, but we have to proven technology to get clean and affordable energy already available.` “Renewable resources are not scalable in reality and will never fulfill the needs of humanity” This is ridiculous, lots of countries already do so and these technologies are still evolving at incredible speeds, beating even the most optimistic scenarios time and time again. `“These aren't just theoretical thoughts but the reality of current France and Germany is the best example” France is closing all its nuclear plants and only replacing some of them on paper. There is just one nuclear plant in construction in France at Flamanville and it is a gigantic mess.` You are just not being a fair advocate for nuclear power if you completely neglect to mention the huge costs and long construction times, and ignore the fact that most countries will have to import all fuel and technology and would become completely dependent on foreigners. Most of the world is simply not stable enough to warrant 50 year long investments even if there were investors left willing to invest in nuclear. `Also, while we don’t mind selling our (potential) enemies a windmill, we do not want to see them have a nuclear power plant for obvious reasons. My life started growing up in a small farm 🐄🐄in northern Kansas. My father was a farmer and my mother was a cashier in our local town down the dirt road. We didn’t have much and income 😢was very little, my best toy I got growing up was a pig bladder blown up like a balloon that I could play around with between me and my two brothers. At the age of 11 things started getting tougher in my house life due to my fathers drinking problem as it was not a good harvest that year. Like his father before him once he was done working he would come home and drink but unlike his father he wouldn’t beat us unless we messed up, his father left him and his mother to fend for themselves after world war 2 though so he had it tougher than me growing up. One time my father did drink too much and he hit my little brother Jamey. Jamey didn’t know what to do and ran away during the night during a storm😳🤭. The entire family was out looking for him but we never saw Jamey again😢😭😭. This made my father drink more and lead him to take his life when I was at the age of 16. My older brother and me had to completely take over the farm with the help of our mom quitting her job as a cashier, life got very hard from here on out. We got a break when I was 18 with a good harvest🌾🌾 we were able to save up some money. I was able to move out at the age of 21 and into a larger city in Tennessee. It was hard leaving the family as my ma was getting older but my older brother completely took over the farm and even expanded it into a more profitable work. I began working in what I was good at, repairing mechanics 👨‍🔧. I was a hard💦 worker and moved up in my chain of work easily within my town. I dated aroun’ a bit but never settled down with anyone I would write home about for my first few years. When I was 26 I got a call from my ma, my brother was working with some machinery on the farm and got his hand caught in it and heavily damaged. I had to come home and help with the farm, at the time I had attained a high position as a senior mechanic within an auto shop and sometimes worked on the side with repairing electronics. I went home and had to help with the farm for a year, ma wasn’t doing good at all. She passed the next year due to kidney disease. My brother eventually recovered and I returned to Tennessee, I attempted to return to my position but due to the time I was out I had been long replaced. I had to begin to work from the bottom again when I had a client come in, she was the most beautiful woman I ever seen in Tennessee with gorgeous brown hair. Nice to say that we hit it off pretty well, within a few weeks we were dating. I can say that she was one of the best things to have happened to me in my life. At the age of 30 I married her and my first child was on the way then. I had returned to my previous position and bought a nice house near the mountains of Tennessee. At the age of 34 my second child was born. My two kids are now both in high school, one a freshman, another a Senior. I continued my career into more electronics working on computers and fixing them. In 2013 while googling how to fix a small problem with a motherboard I found a strange site named reddit.com, this website had all the answers I needed and a community always ready to help. I can try, with the proviso that it will be filtered through my own biases. `First, the Harris amalgamations took the former city of Ottawa, the regional government, and a huge pile of other municipalities both suburban and rural and mashed them together to make a city that (as Jim is so fond of pointing out) is geographically HUGE. Stittsville and Cumberland are both part of Ottawa. They’re nearly 50 km apart. ` That amalgamation put a number of factors into play: the need to balance desires, demands, and politics between dramatically diverse communities, merging bureaucracies, trying (and mostly failing) to find effeciencies. That still is not resolved. Which leads to... `Second, the return of Jim Watson. Jim was the mayor of the old Ottawa and scarpered off to a private sector post, then Queen’s Park, while Bob Chiarelli took on trying to make the new city functional. Chiarelli led to O’Brien (and the failed mayoral bid of Alex Munter, which led to his withdrawal — so far — from electoral politics), O’Brien led to a cancelled LRT plan and a chaotic, Trump-before-Trump style of government by chaos. Once the dumpster fire was extinguished (and the Liberal dynasty was nearing its end in Toronto), in came bland, khakis-and-button-down Jim to give people a palate-cleanser after our own mild case of Crazytown. Jim was calm, Jim was reassuring, he wasn’t going to do anything radical, if someone proposed something AMAZING, he’d be the “we don’t need a Cadillac, a plain old Chevy will do...” Jim was gay, but he didn’t ‘act’ gay, or even talk about it. You couldn’t say he didn’t work hard — he didn’t seem to even have a life outside the job. Even if he found too much of the job was going to bake sales, bean suppers, bingo nights, and exhibits where old ladies hung bad art and served crust less sandwiches. ` But Jim has been massively supported by Ottawa’s development community, and they are primarily interested in suburban and rural development. So we’ve seen massive growth outside the green belt. This leads to a number of pressure points: roads get overloaded and there are choke points (River Road from Riverside South, or Barrhaven, for example); urban residents who see their property taxes going up wonder why their tax bills are subsidizing new development servicing, etc. (Yes, I know there are development charges levied for new development charges, but let’s not kid the kidders and think they actually pay for the roads, sewers, water, electrical, etc). `Jim’s a bit of a blue Liberal. And he has assiduously courted the votes available to him in the rural ridings, the ones that might find the BACK OFF GOVERNMENT Randy-Hillier type folks a bit much, but are on the conservative side of things. He also plays a great game of push-pull. So he cultivated the rural / suburban councillors. Folks like el-Chantiry and Hubley have become reliable supporters, and are rewarded with committee chairs, responsibilities, plums for their wards, etc. (They also forget or aren’t bright enough to recognize that they’ll be the ones tossed under the bus if shit goes bad in favour of short-term love) ` Whenever possible, Jim also likes to see authorities delegated to staff. That serves several purposes. He can save himself pesky debates with councillors. Instead, he can have a sit down with the city manager and, you know, get stuff done. And if stuff goes wrong, well, then, he can look irritated and befuddled and put it on those darn bureaucrats. `For a while, all was calm, all was bright. No big issues, no big problems. But the cracks started to show. The airport parkway pedestrian bridge was a shmozzle. Lansdowne was a political football. Glebeites (Jim’s old pals from his days as the old city Mayor, when he lived just south of the Glebe on Pansy Avenue) were (to an extent, accurately) described as self-interested NIMBYs, the court cases were pursued and predictably came out on Jim’s side. But the truth of the matter with Lansdowne was this: where many cities would have done a design competition, Ottawa chose a cozy deal with some of the developers who are great friends of city councillors (and by friends I mean funders), and we got... a condo tower, a somewhat new football stadium, a somewhat new rink, and a truly shit shopping experience that in no way corresponded to the promises.` The new LRT proposal was very different from the one proposed in the old days, and Jim bought in on it hook line and sinker. I don’t think I need to be much more detailed than that on this one. `Jim vehemently opposed safe injection sites in Ottawa and fought tooth and nail against them. When Holland Avenue was rejigged and cyclists rose up, he vehemently disagreed with them... until it was too much for him, and he “fixed it” for them. ` The Salvation Army shelter proposal came, and Watson stickhandled it so that Fleury was the one who ended up (not entirely unfairly) with the egg on his face for that. `One thing that Jim is truly superb at is making potential competition worry enough to drop out of the running. He’s not run against a serious contender in the mayoral race. And it’s my opinion that he has built up a significant level of arrogance. And as time goes on and people get a bit more tired of any government, opposition will coalesce. In the case of Ottawa (and Toronto, and other amalgamated municipalities), what that’s turned out like is progressive councillors in urban wards and conservative ones in rural / suburban wards. ` Here, it began with Leiper and McKenney. McKenney inherited a progressive ward from long-timer Diane Holmes, while Leiper (disclosure, I’ve volunteered and donated to his campaigns) came out of a more chaotic ward where Shawn Little was ... erratic, followed by Katherine Hobbs, who was ... not up to the job, let’s say. Those two have now been joined by Menard, the once-bitten-twice-shy Fleury, Rawlson King and have formed a bit of a caucus that supports each other’s initiatives. That caucus has needed mutual support, because Jim has done his best to throw sticks in their spokes at every turn. ` That’s as much as I have time for.`

What a sweet sweet 24hrs this has been. Two qualifying polls land us on the debate stage. But more importantly the ABC poll sets a trend of Andrew beating Buttigieg nationally and puts his RCP average firmly above 4%!

“man in custody for several charges in Florida is a suspect in several local sexual assaults. Local detectives said the case spans several years.
Jason Wilhelm of Lafayette is in jail in the Florida Keys. There, his charges include theft, pawning an item that wasn't his, and using someone else's ID.
But investigators believe his crimes started in Lafayette.
According to a report by the Miami Herald, Wilhelm is suspected of using date rape drugs in sexual assaults in Indiana.
In September, the Herald said he arranged to visit an online acquaintance in Tennessee, only to allegedly dose him with a so-called "date rape drug" and rob his house of several guns.
In November, Wilhelm was arrested after trying to pawn a gun in the Florida Keys.
The Tippecanoe County Sheriff's office said they are now working with law enforcement in Tennessee and in Florida on the case. Investigators wouldn't be more specific about the nature or time frame of the local assaults.
Wilhelm can expect a lengthy legal process ahead, due to the many allegations over multiple states. His current bond is a combined $125,000.”
Now, folks over at delphimurders noticed a erie similarity between “bridge guy” and this man post- as has apparently one of the family members of the girls. Personally, I think it’s close, but I am not holding my breath as several other suspects have looked like the sketch and it hasn’t panned out. Thoughts?
